We are seeking a commercially minded procurement professional skilled in supplier management, compliance, and delivering value-driven outcomes.

Through its business units, including Regional Procurement, Arrow partners directly with Councils to build capability, strengthen governance, and deliver practical, high value solutions. Regional Procurement is a leading procurement agency providing tendering, contract administration and probity services; supporting councils to navigate complex procurement requirements and achieve compliant, transparent, and value for money outcomes for their communities.

About the role:

 Regional Procurement is seeking an experienced Principal Procurement Consultant to lead strategic procurement delivery across a portfolio of NSW councils. Our office is located in Thornton with travel only in NSW. The opportunity for a hybrid role is available.   

This is a senior role with a high degree of autonomy. You will operate as a trusted partner to councils, delivering compliant, commercially sound procurement outcomes aligned to legislative and probity requirements.


Key responsibilities:

  • Lead end-to-end procurement and tendering processes, including documentation, evaluation, and contract execution

  • Provide expert advice on procurement strategy, contract management, and probity

  • Ensure compliance with Local Government legislation and tendering requirements

  • Act as a trusted advisor to councils, building strong client relationships

  • Lead resolution of complex procurement issues, risks, and disputes

  • Develop and implement category strategies to improve value for money

  • Analyse market trends and data to inform commercial decisions

  • Support capability uplift through mentoring and practical guidance

  • Contribute to growth and sustainability of Regional Procurement services


What we are looking for

  • Minimum 5 years’ experience in procurement, tendering, and contract management

  • Strong knowledge of NSW Local Government procurement frameworks and legislation

  • Proven experience managing end to end tender processes and evaluations

  • Strong commercial acumen, negotiation, and influencing skills

  • Demonstrated ability to build and manage senior stakeholder relationships

  • Highly developed analytical and reporting capability

  • Ability to manage multiple priorities independently

  • Relevant tertiary qualification preferred

  • Current NSW Class C driver licence and willingness to travel within NSW

  • Available to travel within NSW when required
